General Construction
The HVAC systems in Wings B, C, D, E, and F contribute to poor indoor air quality, which presents a significant challenge for the occupants due to excessive moisture. Some spaces in Wing C are not as egregious as those in other Wings. Further, some spaces in Wing C present insurmountable space access obstacles. Therefore, we recommend a change of project title and scope to include the other Wings as well.

Contaminated carpets are now being replaced exposing the original asbestos floor tile that will have to be abated, if it has become friable. During the course of installing the new HVAC systems, asbestos insulations that are present on some heating water and domestic water piping will need to be abated, if it is found in a friable condition.

HVAC
The cooling in Wings B, C, D, E, and F is currently provided by approximately a combination of window units and split system A/C units. Because of the lack of reheat capability and the difficulty of achieving tight air sealing around the window units, indoor humidity level is nearly impossible to control. Due to moisture in the conditioned air delivered by the current A/C systems, there is mold and mildew in the carpets of some of the offices, and the resultant indoor air quality is such that some occupants are suffering from respiratory irritations.

The old and poorly-sealed single-pane windows are to be replaced with new ones in an associated project and carpets in some of the affected rooms are now being replaced. The current air conditioning systems need to be replaced with a type that has the capability of supply air reheat, for mold and mildew to be eliminated. Reheating of the supply air will allow the control of the humidity level in the space, eliminating the moisture necessary for mold and mildew growth. The low ceiling space poses a challenge for a ducted central HVAC system; therefore, alternatives have to be evaluated to determine an optimal system.
